The Micro-Rural Fire Department was developed, under the leadership of Senator Stevens and operational guidance of the State Fire Marshal’s office, to help stem the overwhelming loss of life and property due to fires, by addressing the need for properly designed firefighting equipment for rural Alaska. Project Code Red developed new tactical assumptions that took into considerations the unique Rural Alaska environment of no fire hydrants and extreme winter temperatures, in roadless, boardwalk/trail communities. Existing and new technologies combined with outstanding public/private partnerships created an exceptional fire-fighting package that is much more appropriate for Alaska’s rural conditions. Matched with State certified fire training, Project Code Red provides Alaskan rural communities with the most efficient and cost-effective fire-suppression system design to date, to protect Alaskan lives and property.

Alaska Rural Partners, Inc. (ARP), is a non-profit corporation, founded by Alaska Rural Development Council, a federally funded organization to facilitate and coordinate with the State/Federal agencies and the private sector to effectively support the community and economic development efforts in Rural Alaska. ARP together with Alaska Village Initiatives, Inc. (AVI), a statewide not-for-profit, 501(c) 3 corporation, developed the Micro-Rural Fire Department or Project Code Red. The original pilot project was developed in 2001 with the supportive leadership of Senator Ted Stevens. Villages and Timing:
In 2002 and 2003, 42 communities were eligible for the USDA Rural Development grant, which covers 75 % of the cost of each unit. The project includes the costs for the equipment and training, FOB village.
Matching Federal Funding:
USDA regulations require that the Code Red Project be provided with a non-federal match of no less than 25% of the total costs for this project or approximately $17,750 per community.
